The Islamic Development Department (Jakim) will ask for larger fines to be imposed, said its director-general Datuk Mustafa Abdul Rahman.
He declined to say how much the proposed fine would be, but said these divorces would remain legal.
Last month, Senator Datuk Kamaruddin Ambok was fined RM550 for divorcing his wife through the short-messaging-system (SMS) and voice mail in 2001.
A Muslim man who starts divorce proceedings without prior permission from the Syariah court faces a fine of up to RM1,000 or six months' jail or both.
On Wednesday, Minister in the Prime Minister's Department Datuk Dr Abdullah Mohd Zin had said the Government would consider calls for a review of the law concerning such divorces.
Puteri Umno chief Datuk Noraini Ahmad had called for changes in the regulations to ensure spouses attend court after they announce their divorce through SMS.
Mustafa added: "It is an offence for men to divorce their wife outside the court room.
"The review is to ensure Muslims do not take matters pertaining to divorce lightly.
